Mission Motivated Development means discerning God’s mission and aligning this with Property Development, so that it is consistent with the Church’s calling and purposes. Meaning that the property is fully enabling the church entity to:
The key question to understanding any acquisition and or development of property is that of the contribution the property makes to mission initiatives and commitments. Some ways to evaluate the usefulness of a property is to ask whether your property is enabling your church entity to do the following:
Property is deeply connected to people and a key attribute of mission motivated development is assessing the presence; how the property enables relations and how it contributes to community; really evaluating how the property facilitates healing, reconciliation and renewal.
Any property can be acquired, developed or divested in response to known or predicted specific needs arising from the mission initiatives or commitments of any Council or body of the Church. One key task is to determine design to suit specific functions. A second key task is to ensure that the property to be acquired or developed is financially sustainable. A third task is to clearly establish and apply the ‘rules’ that apply to acquisition or development of properties for serving mission purposes indirectly, including the expected life span of each property’s contribution to mission purposes.
A proposal to acquire, develop, value enhance or divest a property should enable activity that is genuinely missional as understood by the criteria in the Form 1 – ‘Getting Started’ and Form 2A – ‘Discerning and Deciding’ . The church entity must be able to demonstrate how the development will assist them at a personal level to participate more fully in the mission of God.
Any property can be utilised as a source of funds – either through lease income, or through realising capital growth at the time of sale or divestment. A key task is determining the mission rationale for indirect use of property, and to plan and manage a property portfolio for a specific period to achieve this end.
Congregational identity is determined by its nature and it mission purpose. Therefore, a key task is to establish with clarity the particular mission motivation for any property acquisition, development, value enhancement or divestment.

The Property Mission Enabling Policy (PMEP) adopted by the Synod (of Victoria and Tasmania) Standing Committee in August 2014, is about reconfiguring or developing a church property to sponsor or support discerned and agreed mission purposes.
